Zhejiang's 8th World Zhejiang Entrepreneurs Convention: A Practical Briefing for Foreign Founders

Foreign founders weighing where to register or expand a company in China should watch Zhejiang. On November 6, the province will open the 8th World Zhejiang Entrepreneurs Convention in Hangzhou under the theme “Co-innovating in Zhejiang, Riding the Tide Toward the Future.” The event was announced at a press conference on the morning of the 27th. For founders, the convention is less a ceremonial gathering than a signal about where provincial resources, policy attention, and business networks are heading.

Who Attends and Why It Matters

The scale of the network is the first takeaway. More than 6 million Zhejiang entrepreneurs operate across China, and over 2 million are spread across more than 180 countries and regions. The province describes this global community as a valuable resource. This year's convention is expected to draw about 1,800 participants, roughly 20% more than the previous edition, with more than 1,600 Zhejiang entrepreneur delegates making up about 89% of attendees.

The convention is billed as Zhejiang's largest, highest-level, and most influential gathering of Zhejiang entrepreneurs. Building on seven previous editions, it will feature an opening ceremony, the World Zhejiang Entrepreneurs Forum, and 18 thematic events.

Innovation as the Core Agenda

Innovation runs through the program. The opening ceremony will showcase a batch of hard-tech innovation results led or joined by private enterprises, release innovation practice cases, and include a “Innovators Speak” segment where Zhejiang entrepreneur representatives share stories of starting and building businesses. The aim is to build consensus around advancing “Innovative Zhejiang.”

The World Zhejiang Entrepreneurs Forum will focus on two themes: deep integration of technological and industrial innovation, and AI empowering every industry. Formats include keynote speeches, open-mic dialogues, and technology-themed shows, designed to help entrepreneurs at home and abroad seize strategic opportunities.

Business Environment and Project Outcomes

Zhejiang says it is accelerating efforts to build a first-class innovation ecosystem and a highly competitive business environment. At the convention, officials will release major project implementation results since the last edition as well as cooperation project outcomes from this edition. They will also launch a initiative calling on global Zhejiang entrepreneurs to support the building of “Innovative Zhejiang,” guiding them to participate in the province's high-quality development and its demonstration zone for common prosperity.

Young Entrepreneurs and Succession

For foreign founders building local teams or seeking partners, generational change is a key theme. Currently, about 20% of listed company chairpersons, 30% of specialized, refined, distinctive, and innovative enterprises and hidden champions, and 40% of unicorns and quasi-unicorns in Zhejiang are led or founded by a new generation of Zhejiang entrepreneurs.

The opening ceremony will release opinions on deepening the “Zhejiang Entrepreneurs Blue-Green Relay Project” to promote the healthy and high-quality growth of young private entrepreneurs. Related events include a “Blue-Green Dialogue: New Quality, New Life” sharing session, intended to guide the healthy growth and orderly succession of the next generation of entrepreneurs.

Thematic Events Across Five Categories

The 18 supporting events fall into five categories: innovation development, opening-up and cooperation, Zhejiang entrepreneur return, cultural inheritance, and empowerment development. Formats include matchmaking meetings, promotion sessions, and industry-technology exchange, all aimed at fostering innovation flows and integrating research with industry.

Notably, the convention will coordinate for the first time with the World Internet Conference Wuzhen Summit. A “Zhejiang Entrepreneurs' Hometown Tour — Entering the World Internet Conference” activity will bring more than 300 Zhejiang entrepreneurs to related events, creating synergy between the two gatherings and highlighting the province's advantage in integrating the digital economy with the private sector.

What This Means for Foreign Founders

The convention's organizing committee describes the event as an effective platform to showcase entrepreneurs, promote cooperation, and support entrepreneurship and innovation, and welcomes entrepreneurs from home and abroad to attend and discuss innovation.

Practical Next Steps

Foreign founders cannot treat a convention announcement as a substitute for due diligence. Company registration, sector-specific licensing, and tax treatment in Zhejiang depend on the entity type, business scope, and location. The convention is best read as a market signal: it shows where provincial attention and private-sector energy are concentrated. Founders should verify requirements with local authorities or professional advisors before committing capital or signing leases.
